You need to talk to Penelope. Find out what exactly she wants. Then go from there. Something might happen, but I wouldn't dwell on it.

And yes, kissing someone else does count as cheating. Do the right thing and let your gf go before things go further. Even if you don't end up with Penelope, its still best to let your gf go.
