What is meant by this?

My manager recently myself and co-worker his assistants. This is out of a team of about 15 persons. He told me that know I am in the inner circle in our department (it is a construction company), but what does this mean? There are about 6 managers in our department and our immediate boss is one of them.

I suppose you are all pretty close colleagues. Maybe he just means you're a tight-knit bunch and "autarkic" if I can say that about a construction company.
