Nurture.
Depends on how social they were as kids too.
Nature doesn't really do much, you'd think because the parents are similar it is nature, but in general parents raise kids similarly to how they were raised.
If a girl looks at you, do you think there is something wrong with you, or do you assume she likes you?
Obviously it's not so simple and depends on the look, but if you generally make the guess that she likes you, even if you don't act on it. That will surely boost the charisma. Also; Alcohol.

Watch "The Secret" that stuff really works. I just found out about it, read the book and watched the movie. Fantastic...
