Maybe he's aiming for a long term relationship and wants to show you that he is not in just for the physical aspect of things.
He might have the same issues as women do...don't want this to go to fast and wants to see first if you really like him.

He might see getting physical as something you're delicate about (if only he knew the truth- he'd jump right on it!). He probably still feels very protective of you. It could be part of the appeal, so don't try to dispel it completely.

I can get one from frottage too but am reluctant to engage in the physical side because of a condition called scaredy-wang, which is embarrassing for many reasons, not the least of which is if the girl takes it as an insult because she has a poor understanding of male biology/mentality. This can mortify and scar you and you'll stick to the play where you feel more secure. Give it time, try being more aggressive, let him keep his clothes on. Men can be self-conscious of their bodies too, even (or especially) if they're good looking. Lights off might help too. Comfort and patience is the key. I could be waaaaaaay off the mark though.
