Best way I should keep in touch over the phone

I'm good friends with this girl, but she goes to another college 2000 miles away. We hanged out, along with friends this spring break. Obviously, I have interest towards her, and would like to keep in touch. I don't have fb, so I'm going to use my phone. She's comfortable seeing me as a friend, but I think she's somewhat ambivalent about seeing me as someone more..

I texted her "I hope your headache's better. I really enjoyed your company this week. Would you like to keep in touch over the phone?"

After a while, she responded "I'd love to, but I'm swapped this semester. If I have time, I'll try to call you though"

P.S. that text was not a way for her to turn me down is it?... I mean if you ask me, I'd say no, but apparently, someone on another forum says otherwise.
