Help! When how to make the first move?

Hi good evening.
I just have some questions: I've been dating this girl now for about a week and a half. We talk everynight on the phone and seem to really get along well.

Only thing is I'm having trouble reading her signals. One minute she seems very flirtatious and "snuggly", then the next she can seem kind of distant.

The furtherst we've gone is snuggling and a peck on the cheek.

My problem is that I've been single for over a year now and I'm kind of out of the whole relationship loop. I feel like I'm clueless when it comes to women. I'm so attracted to this girl and I really want to make it work with her.

To be brutally honest I feel if she'd just let me have sex with her things would be a lot more clear lol. The thing is she comes from a very religious background.
Its just all this hand holding and snuggling is really making me just want to get it on. Can u blame me? lol

So my question to you ladies is WHATS THE BEST WAY TO MAKE THE FIRST MOVE?

Lol Yes we have been on four dates now. But after our first date we went out again the next day. I've never had that happen before with a girl. She does seem decent your right. However she dresses very sexy and sometimes makes dirty jokes.

I find her to be a bit of a contradiction...a religious girl who makes dirty jokes and talks about sex. And then she acts like I'm a pig when I make dirty jokes, lol women.

So yeah girls whats the best way for a guy to make the first move? To start making out?
