What is she doing?

I was seeing a younger woman last month. I am 39, shes 25. We started a friends with benefits deal and we bot were okay with it. From time to time we would catch ourselves making comments about how we were getting connected more deeply. After five weeks of seeing each other, she disappears. Stops calling, stops texting and doesn't respond to my calls etc. I assume she had moved on. I can deal with that. A week ago she texts me and says sorry and explains that "she is not in a position to be involved with someone on a level.". I ask if she wanted to be friends or just get rid of the guilt. She responded with "love to be friends, if you're willing."
I did not respond, because I thought she was just announcing her agenda and not concerned with my feelings. Truth is I can move on and be fine. But to insinuate that I was not already "willing" was a strange thing to me...I don't understand....Am I hung up, bitter, wrong, not looking at this right??? What do you think ladies?

Shoulda asked her "What level are you willing to be with a person on?"

ALWAYS ask them questions and get them to talk.
