What does it mean when a boy in my high school looks at me in the hallway/one class we gave together but never talks to me or anything. It's not like he never has the opportunity cuz in gym he's stood nearby enough to talk. Is he just shy or what?

It means that he is shy and he'd love for you to make it clear to him you were open to something more, I think.
