My traumatic breakup aside, I'd really like to go out and meet some women. Not to date, I'm not ready, but to do things with, maybe spend some time talking, shopping, movies, coffee, whatever.
I live in a small town with a military problem, the base of 20,000 horny soldiers 10 miles away. As you can guess every single soldier is at the bars at night trying to get laid. Makes it hard to find someone that actually wants to be friends difficult. That and the fact that I don't drink, or go to bars to being with.
Every girl I've met as friends says that I'm attractive, I'm in shape (I run and cycle) I'm a great guy, caring, funny, honest, etc... I have no issues keeping a girl in my life once shes in my life, its just finding them and the initial Hello that I'm lost at.
Any words of wisdom? I've tried the online dating, but failed miserably.

I've tried Plenty of Fish and have zero luck. Maybe I'm doing it wrong, I've even had a female friend help me write my profile.

You say you cycle and run - is there no way you can join a cycling or running club and start chatting to girls via a mutual interest in either activity? I do cycle and run and I know other women who do, especially running. Having stuff in common is a good way to break the ice, and if you're half decent looking, you should be fighting them off!
