I would feel very surprised and awkward...
On the other hand, if my partner suggested that I let HER receive oral treatment from another GUY, I would probably show her the door.
But does our opinion really matter? I mean, this is really individual, and your BF has already accepted your proposal. Whatever the two of you feel is right is the only thing that matters.
As for ground rules, I believe that most people's rules are quite clear when it comes to imtimacy involving any third person, so I doubt there is a textbook answer that will help you out there. Good luck with defining them!
