We talked a lot on the phone the past month. She said she wasn't ready to go to lunch, but said I could continue to call. We talked a lot and she seemed to like talking with me. Then I became busy last week. I called last Thursday, but she was away. I called today, but she said she was busy and could not talk. Is this doomed? Thank you all.

Well, that is strange, most females are willing to at least have lunch. Why is she not ready to go to lunch?

Women like talking to men (regardless of the man, women like attention) - so dont get excited about that.

Could be, shes not into you or shes not over her past relationship or have other personal issues she is dealing with.
Its not doomed yet, Keep talking to her. She really could be busy or have personal issues shes dealing with. Find out what her deal is before you jump to conclusions.

Nothing really. When I call sometimes she's busy and cannot talk so I say I'll call back and do.

The week I did not call I was just busy, but I called at the end of the week, but she was off of work.
