Does he like me as more than a friend?

I've been talking to this guy for a while now. We mostly talk over text because we don't see each other much apart from work. We text every day and always have pretty long conversations. We've joked around about being soulmates and planned future dates but he's never really made a proper move. He often flirts with me & has admitted he gets jealous when other guys hit on me. He's given me pet names as well. When I see him in person we get along pretty well and he teases me a lot. We've made casual physical contact but never hugged or anything like that. It seems like he likes me but why won't he make a move? Does he just see me as a friend?
