You don't just have to ask for permission. You have to actually get it. Drinking with you is not permission. Flirting with you is not permission. Shrugging you off is definitely not permission. "Not minding" your talking to her is absolutely not permission. Permission sounds like, "I want you now" and feels like her putting her hands on you.
