He's aroused. It happens and sometimes these things can't be controlled as said before. If he's not making a move then he's either too shy to do so or is a good guy and is waiting.

It could be many things, or a combination of several.
It could be shyness, apprehension, morals ... it could also be that he realizes (as so many males unfortunately don't) that sex is a serious part of a relationship and two weeks is way to soon!
One thing you DO know by his "reaction" is that he's sexually attracted to you, and because you were able to perceive that reaction, he knows you are sexually attracted to him.
Give it a little time for gosh sakes!

he could just be very horny! that happens to me when havent had sex or stroked the dragon in awhile it can be well anoying sometime freaks the girls out a lil lol
