Is that the total estrogen level? (There are three types.) In a non-pregnant woman, the normal range for total estrogen is 4-60. Low levels will cause pregnancy problems, problems with your pituitary gland, or could be an indication of menopause. Too much estrogen will cause males to have feminization issues, or could indicate tumors, liver problems, or thyroid problems.
The endocrine system is a very specialized area. Best to talk to a endocrine doctor, I think. I know one that I love, BTW. Since you are a local, I can give you his name by PM if you want.

this is for a 25 yo non-pregnant girl and her doctor said it's a very low lever for her age, that usually menopausal women have that level. how true is that?

I really couldn't say. If it is the estradiol level, it would depend on whether it was a serum level or a urine level, and which phase of the menstrual cycle the sample was taken. It's a very complicated system. Sorry I can't help you more...
