Nope, it doesn't necessarily mean that he's really into a girl. It could equally mean that she's got weird hair, is ugly, has strange piercings or food on her face.

No, a guy looking at a girl is not a major sign that he's interested in her. When I was in high school there was a guy that was always looking at me but also at two friends of mine. The three of us fell in love with him but he asked out a diffrent girl and was with her for a year or so. Unless he tries to speak with you and invite you to spend time together, I would advise you not to develop any feelings for him.
