We met at a meetup hosted by our mutual friends, and he's being flirty through out the whole meetup, rubbing my back and when we talked, he put his face closer to mine and we exchanged number.We decided to go on a few dates, and he did confessed that he likes everything about me.

The texting become less when he just got a new job and involves midnight shift and also I turn him down several times when he asked me out because of my commitment with work. But i usually make it up with another dates initiate by me. Then we stopped talking for a month. (prolly busy with his new job)

So I decided to make a move to ask him out for a meal and he's up to it. It was awkward at first, then he invited me to his new apartment. He is actually new to my neighborhood, starting a new life. Throughout the date, he seemed nervous and all over the place. I almost give up, thinking that he might no longer interested, but then before i left, he grab me and kissed me. Until now he still have not text me. IS he interested? Should I talk to him about it? I don't want to scare him off.

He likes you but is totally unsure about you because you are not giving him the right signals. You canceling on him makes him wonder, even if you offer another time. It has made him confused, so he threw caution into the wind by kissing you to see if he gets a positive response from you. All it takes is for you to tell him you like him very much and is interested in something serious. If he is hoping for the same thing, he will tell you. If it scares him away then that answers your question....he is not interested. It's fear and lack of communication that actually scares them away.
